Though not specifically targeted at kids, Instructables.com has a pretty healthy section of projects for the younger set. Each project is user-contributed. The site has the various social-media features that we have come to expect of community sites. One can follow specific users, interact with them, vote up or down each of the contributed projects and share learnings.
The ‘Best of Instructables Volume 1 (Online Edition)‘ is worth checking out.
